W praktyce statek staje si\u0119 ruchomym izolatorem o du\u017cym potencjale \"uwolnienia\" choroby na wi\u0119kszym obszarze. Wybuch epidemii COVID-19 pokaza\u0142, \u017ce w wielu miejscach nie ma mechanizm\u00f3w radzenia sobie z sytuacjami kryzysowymi zwi\u0105zanymi z chorob\u0105. Chocia\u017c wiele um\u00f3w i kontrakt\u00f3w przewidywa\u0142o ryzyko \"si\u0142y wy\u017cszej\", nikt nie zdawa\u0142 sobie sprawy z faktu, \u017ce mo\u017ce to mie\u0107 charakter globalny.  COVID-19 pokaza\u0142, \u017ce bardzo cz\u0119sto istniej\u0105ce procedury nie s\u0105 dostosowane do otaczaj\u0105cej nas rzeczywisto\u015bci. Bardzo cz\u0119sto konieczne jest szybkie opracowanie nowych. Czasami nie ma nawet podstaw prawnych do wdro\u017cenia i stosowania takich procedur. W poszczeg\u00f3lnych krajach przyj\u0119to r\u00f3\u017cne rozwi\u0105zania zwi\u0105zane z zagro\u017ceniem koronawirusem. Niekt\u00f3re dzia\u0142ania okazuj\u0105 si\u0119 s\u0142uszne, inne nie.<br>Niestety, w wielu przypadkach wa\u017cny jest r\u00f3wnie\u017c czynnik spo\u0142eczny (sprzeciw wobec szczepie\u0144, blokady itp.). Czasami jednak znajdujemy si\u0119 w sytuacji, w kt\u00f3rej nie mo\u017cemy czeka\u0107 na opracowanie nowych procedur. COVID-19 mia\u0142 negatywny wp\u0142yw na niemal wszystkie obszary gospodarki. Mo\u017cna powiedzie\u0107, \u017ce jest najwi\u0119kszym globalnym zagro\u017ceniem od czas\u00f3w II wojny \u015bwiatowej. Celem projektu jest zbudowanie systemu eksperckiego dotycz\u0105cego ryzyka wyst\u0105pienia zagro\u017cenia epidemicznego na statku morskim (nie tylko COVID-10). Ka\u017cdy statek handlowy, jednostka rekreacyjna, jacht \u017caglowy musi by\u0107 wyposa\u017cony w odpowiedni sprz\u0119t komunikacyjny zwi\u0105zany z obszarem, w kt\u00f3rym si\u0119 porusza. Mo\u017ce to by\u0107 radio, stacja satelitarna, telefon kom\u00f3rkowy itp. Ka\u017cdy z nich okre\u015bla inny spos\u00f3b uzyskania pomocy medycznej (lub porady). Ponadto operatorzy radiowi na pok\u0142adzie statku musz\u0105 by\u0107 certyfikowani przez upowa\u017cnion\u0105 organizacj\u0119 i zaznajomieni z procedurami radiokomunikacji morskiej. Istnieje kilka rodzaj\u00f3w certyfikat\u00f3w radiooperatora w zale\u017cno\u015bci od ich przeznaczenia. Na przyk\u0142ad najbardziej powszechnym jest SRC (Short Range Certificate) u\u017cywany przez marynarzy i GOC (General Operator's Certificate) wymagany przez STCW (Standard for Training Certification and Watchkeeping) dla oficer\u00f3w pok\u0142adowych. Motywacj\u0105 projektu jest dostarczenie systemu eksperckiego, kt\u00f3ry mo\u017ce by\u0107 pomocny w rozwi\u0105zaniu: i) w jaki spos\u00f3b personel niemedyczny mo\u017ce uzyska\u0107 dok\u0142adny dost\u0119p do sytuacji medycznej? ii) z kt\u00f3r\u0105 plac\u00f3wk\u0105 medyczn\u0105 nale\u017cy si\u0119 skontaktowa\u0107? iii) jakich \u015brodk\u00f3w komunikacji nale\u017cy u\u017cy\u0107.<br>Celem projektu jest wi\u0119c zaprojektowanie i opracowanie systemu wspomagania decyzji dla decydent\u00f3w morskich, aby da\u0107 pewne wskaz\u00f3wki w przypadku wybuchu epidemii. Przyk\u0142ad dzia\u0142ania: jeden cz\u0142onek za\u0142ogi zachorowa\u0142 na pok\u0142adzie statku; udzielono mu pomocy medycznej. Nast\u0119pnego dnia zachorowa\u0142y kolejne dwie osoby. Kapitan zaczyna podejrzewa\u0107 epidemi\u0119 (choroba zaka\u017ana, zatrucie pokarmowe). Szybko sprawdza zidentyfikowane objawy w systemie i na tej podstawie system udziela wskaz\u00f3wek co do dzia\u0142a\u0144 - jak zapewni\u0107 pomoc medyczn\u0105, jakie s\u0142u\u017cby powiadomi\u0107, jakie procedury wdro\u017cy\u0107.
